Real Property Inventory

Army Regulation 405-45 “Real Property Inventory Management” defines the term “real property” as follows:

Real property consists of lands and improvements to land, buildings, and structures, including improvements and additions, and utilities. It includes equipment affixed and built into the facility as an integral part of the facility (such as heating systems), but not movable equipment (such as plant equipment). In many instances, this term is synonymous with “real estate.”

Service Orders

Service orders (SO) are used strictly for small minor maintenance and repair jobs and for emergency work such as broken plumbing or electrical failures.

Service orders represent the least controllable and most reactive work performed by the Directorate of Public Works (DPW) – and therefore, work done by service order is the most costly work performed per productive hour expended.

To qualify for a service order, the work requested must:

  • Be related to DPW real property inventory. Many service order requests should be undertaken as a self-help task.

  • Consist of repair work only. No new work shall be performed under a service order.

  • Require the input of one trade only (for example: either plumbing, or carpentry, or electrical).

  • Cost no more than $2,000 to complete.

  • Take no longer than 40 hours to complete.

Splitting one job into pieces to allow the work to be completed as a service order is not allowed.

Individual Job Orders

An Individual Job Order (IJO) is used for maintenance and repair or minor construction projects exceeding the scope of work for service orders.

The procedures associated with an IJO allow greater management and control through:

  • Estimating the labor-hour, material, and equipment requirements

  • Screening for financial limitations and availability of funds

  • Scheduling accomplishment of the work when resources are available

  • Review and analysis of completed work for proper execution and customer satisfaction

The work is requested by providing a properly completed DA form 4283 “Facilities Engineering Work Request” to the DPW’s Work Reception Desk by telephone, fax, or e-mail, or in person.
